CONTINUITY BUREAU — INTERNAL CORRESPONDENCE SUBJECT COMPLIANCE DIVISION FORM 847-B-15 DATE: 04.18.2026 TO: ALL FACILITY STAFF, CLEARANCE L-3 AND ABOVE FROM: Bureau Quality Assurance RE: Batch 62-15X — Re-classification of Recall Status DOCUMENT: DOC-15-026-N-04 CLASSIFICATION: INTERNAL // FOR EYES ONLY 1. SUMMARY Batch 62-15X (legacy designation; current designation 15-SPR-026-N) was released to the Spring 2024 production stream on 03.22.2024. Within five weeks of release, eighteen (18) confirmed dermal tint anomalies were reported across five (5) metropolitan zones. The Bureau issued a public recall on 03.22.2026 (see press release /press/2026-03-recall-026n.html). This memo concerns the THIRD recall of Batch 62-15X. The first recall was issued in 1991, retracted in 1992. The second was issued in 2003, retracted in 2003. The current recall is the third. Bureau Public Affairs is asked to maintain that this is the first. 2. WHAT THE RECALL ACTUALLY DOES The recall is not a recall in the conventional sense. The Bureau is not asking subjects to discontinue use. The Bureau is asking subjects to RETURN the unused product to a Bureau drop point. The unused product is required for the next phase of the program. Subjects who return their bottle receive complimentary reclassification. Subjects who do not return their bottle ARE the next phase of the program. Both outcomes are acceptable to the Bureau. 3. WHAT 62-15X IS 62-15X was the FIRST formulation that included Function 15 at consumer concentration. Functions 1 through 14 were already in the public formula. Function 15 had previously been restricted to Bureau internal use. Dr. Helena Vance synthesized Function 15 in 1978. Dr. Emil Voss declined to include Function 15 in any consumer release. Dr. Vance disappeared in 1999. In 2024, the Bureau elected to include Function 15 in 62-15X without consultation with Dr. Voss, who was, at that time, near retirement. Dr. Voss retired on 11.18.2024. His departure memo (/docs/voss-final-memo.txt) advised against the inclusion of Function 15 in any retail product. The Bureau retained the memo. The Bureau did not retain his recommendation. 4. THE EIGHTEEN CONFIRMED ANOMALIES All eighteen subjects experiencing dermal tint anomalies have been reclassified. Their original civilian names are now part of the BATCH RECORD (designation: 15-BR-2026-Q1). The Bureau has retained their voiceprints. The voiceprints have begun appearing in pipe six during second-shift operations. Operator 6121 has filed Form 847-B regarding this. The form has been processed. Operator 6121's brother, who died in 2014, has not appeared in pipe six since the new voiceprints arrived. The Bureau attributes this to the limited bandwidth of pipe six. The Bureau will not expand bandwidth. 5. THE REMAINING UNTRACED UNITS Of approximately 3,200 units of 62-15X shipped, 847 have been returned to Bureau drop points. The remaining 2,353 units are in subjects' homes. The Bureau has begun retrieval operations. Retrieval is conducted at 03:47 local time. Subjects are not present during retrieval. Subjects do not notice the absence of the bottle until they reach for it. 6. ACTION REQUIRED - All Bureau staff with L-3 or above are directed to refrain from discussing 62-15X by either designation. - All public communications regarding the recall should reference 15-SPR-026-N only. The legacy designation 62-15X is for internal use. - All subjects requesting information about Function 15 should be directed to /formula-breakdown/ which lists Function 15 as restricted under Continuity Directive 9.4. - All staff who have personally used 62-15X should report to Bureau Medical for voluntary voiceprint analysis. Voluntary analysis is mandatory. 7. CLOSING NOTE The Bureau thanks all staff for their continued discretion. The Bureau reminds all staff that this memo is itself classified and should not be reproduced, photographed, or remembered after reading. If you have read this memo, you have already complied with paragraph 7. Bureau Quality Assurance has approved this memo for circulation. — M.
