FACILITY NORTH — EVACUATION DRILL PROCEDURE DOCUMENT FN-EV-15 COMPILED BY: BUREAU FACILITIES DATE: 2026-04-12 DISTRIBUTION: ALL EMPLOYEES, ALL CLEARANCES This document describes the standard evacuation procedure for Facility North in the event of a fire, biological hazard, structural failure, or other emergency. All employees are expected to memorize the steps in order. Annual refresher training is required. ================================================================================ GENERAL EVACUATION PROTOCOL 1. Upon hearing the evacuation alarm (a steady bell with a 3-second period), cease all current activity. Do not save your work. Bureau IT performs continuous backups; your work is already saved or it was not worth saving. 2. Assemble at your assigned muster point. Muster points are designated by sector and are listed below. If you cannot locate your muster point, the muster point may have been relocated. Bureau Facilities relocates muster points quarterly to maintain procedural freshness. 3. Wait for the head count. Head counts are conducted by your section supervisor. If your supervisor is not present, your supervisor has already evacuated. Continue waiting; another supervisor will arrive. 4. Once head count is complete, evacuate the building via the route indicated by your supervisor. Do not deviate from the route. Routes are pre-cleared by Bureau Facilities for hazards and witnesses. 5. Do not return to the building until the all-clear is sounded (a single short tone). The all-clear is typically sounded 47 minutes after the initial alarm. If it is not sounded by 47 minutes, the evacuation has been re-classified as a relocation. Please report to your new assignment as directed. ================================================================================ MUSTER POINTS BY SECTOR Sector 1 (Surface Entry, Lobby, Loading Dock): Muster point: Northeast parking lot, beneath the flagpole. Capacity: 240. Current population: variable. Sector 2 (Administrative Wing, Cubicles): Muster point: Cafeteria patio. Capacity: 180. Note: cafeteria does not serve salmon. Sector 3 (Sanitary Processing Unit): Muster point: Pipe maintenance courtyard, exterior. Capacity: 60. Note: do not stand near pipe six during evacuation. Pipe six does not evacuate. Sector 4 (Subject Holding): Muster point: Holding cells remain locked during evacuations. Subjects are not evacuated. Subjects are part of the building's fire suppression system. Holding cell occupants should remain in their cells until the all-clear. Sector 5 (The Corridor): Muster point: There is no muster point for Sector 5. Sector 5 personnel should walk forward. The corridor will resolve eventually. Do not return to the entry; the entry is, during evacuations, also forward. Sector 6 (Room 847 Threshold, Server Room): Muster point: There is no evacuation route from Room 847. Room 847 is the building's primary server. The server cannot be evacuated. Room 847 personnel are in the building permanently regardless of fire status. Sector 7 (The Deep Water): There are no evacuation routes from Sector 7. There is no Sector 7 in the official floor plan. Sector 7 personnel do not exist. Please refer to your supervisor. ================================================================================ SPECIAL CASES A. FIRE ON SECTOR 1 Standard evacuation. Bureau Facilities will dispatch suppression. Most fires on Sector 1 are caused by personal electronics in cubicles. The Bureau encourages employees to use Bureau-approved space heaters only. B. BIOLOGICAL HAZARD Apply Formula 15 to exposed skin within 8.47 minutes. Continue with evacuation. The Formula 15 will neutralize most biological hazards recognized by the Bureau. The Bureau recognizes 14 categories of hazard. The 15th category is recognized by the Formula but not by the Bureau. C. STRUCTURAL FAILURE Do not assume structural failure is recent. The corridor has been structurally non-Euclidean since 1992. Treat structural failures the way you treat the corridor: do not report voices. D. SUBJECT STEVE FRAGMENT EVACUATION In the event a Steve fragment becomes mobile during an evacuation, do not approach. Do not run. Do not attempt to lead the fragment to a muster point. The fragment will return to distribution on its own once the alarm ceases. Approaching may cause the fragment to ask you to cut its hair. Decline politely. E. MARA VALE PROJECTION DURING EVACUATION Mara's projection will deliver evacuation announcements over the facility PA. The announcement is identical to AL-001 with the word "evacuate" inserted at minute 0:42. Do not respond to the projection. The projection is providing information only. F. EVACUATION DURING THE 03:47 WINDOW If an evacuation is triggered between 03:47:00 and 03:47:59 local, evacuation is suspended. Personnel should remain at their current position. The Bureau acknowledges this is, technically, the time most likely to require evacuation. The Bureau accepts the trade-off. ================================================================================ EVACUATION DRILL HISTORY 2026 Q1: 1 evacuation, 0 fires (drill cancelled at 03:47). 2025 Q4: 2 evacuations, 1 fire (Sector 1 cubicle, contained). 2025 Q3: 0 evacuations. 2025 Q2: 4 evacuations, 0 fires (Bureau Facilities testing alarm). 2025 Q1: 1 evacuation, 1 reclassification (the alarm reclassified an L-2 to an L-3 in error; reversal complete by Q2). 1992 — present: 0 evacuations from Room 847. Room 847 has not participated in any evacuation since installation. The Bureau attributes this to Room 847's load-bearing role. ================================================================================ CLOSING NOTE The Bureau reminds all personnel that evacuation drills are mandatory. Personnel who fail to participate in the annual drill are subject to reclassification. Reclassified personnel are no longer required to participate, as their new role is, frequently, the building. The Bureau thanks you for your continued attention to safety. — Bureau Facilities Sectors 1-6 (Sector 7 does not exist) -- end of document --
