ARTICLE I — PURPOSE

The Department of Continuity exists to ensure the uninterrupted function of American civic, economic, and biological infrastructure. Its methods are not subject to congressional oversight. Its budget is not subject to public audit. Its existence is not subject to public knowledge.

ARTICLE II — COVER OPERATIONS

All Department activities are conducted through corporate shells, philanthropic foundations, and municipal contracts. The current primary cover entity is ULTRAMAX GLOBAL SOLUTIONS, operating under the fiction of "hygiene products and facility compliance systems."

ARTICLE III — PROJECT 62

Initiated 1962. Ongoing.

Project 62 is the Department's longest-running behavioral modification program. Its goal is the production of a chemically-induced compliant population subset suitable for high-risk labor, experimental housing, and — in extremis — total personality replacement.

The compound (designated Formula 15 for public distribution) is stable, odorless, and effective at parts-per-million concentrations. It may be delivered via water supply, aerosol, or dermal contact.

ARTICLE IV — CONTAINMENT FAILURE PROTOCOL

In the event of uncontrolled compound behavior (see: Incident 62-Alpha), the following escalation applies:

Level 1 — Localized memory modification of exposed civilians
Level 2 — Fabricated news coverage / industrial accident narrative
Level 3 — Removal of investigative personnel via "Retention and Removal" (Mara Vale)
Level 4 — Total facility sterilization

ARTICLE V — THE VOSS LINE

The position of Project Lead is hereditary within the Voss bloodline. The current Dr. Emil Voss is the seventh to hold the title. The public is not to question the longevity of this line. The public is not to question the facial similarities between all seven documented Voss iterations. The public is not to question whether there ever was a "first" Voss.
